How to share a folder in Windows 7, to access the folder via the Internet from any computer?

Friends, please tell me how to share a folder on a computer, to access it via the Internet from another computer (Windows 7). For example, there is a folder with files on the first computer that is located in Africa, and there is a second computer that just wants to open this folder as if it were on a local network and get files from it ... third-party programs like TeamViwer are not suitable ... Please tell me.

Are third-party programs like DropBox, YandexDisk, GoogleDisk, etc. suitable? They are just designed for file sharing.

Without third-party programs, I can only advise you to install IIS and configure HTTP / FTP access. Of course, it will only work if you have an external IP.
And so that it was "like in a local network", you need a VPN. You can’t get an access point on a client Windows using standard VPN tools, so OpenVPN is in your hands, although you still need an external IP either on one of the computers or on a third machine to which these two will connect. Well, or TeamViewer is just the same as this "third machine", it will be easier with it (although it's almost impossible to use the free option, so prepare $).
BitTorrent Sync and other near-cloud things are also an option, of course.
