How to fix error 0xc000021 when booting Windows 10?

After the holidays, it turned out that the computer of one of the employees during boot falls into a blue screen with an error 0xc000021.
According to him, before that everything was ok and he turned it off as usual.
What was done:
1. Booting with disabled driver signature verification - the same error
2. Booting in safe mode - the same error
3. When trying to enter the recovery environment on the hard drive, error 0xc0000098 is given
When recovering from a bootable USB flash drive, I tried:
1. sfc /scannow - no errors, sfc /scannow /offbootdir=C:\ /offwindir=C:\Windows gives an error "Windows Resource Protection cannot perform the requested operation"
2. chkdsk with /r /f options - no errors
3. dism /image c:\ /cleanup-image /reastorehealth /source X:\source\install.esd /scratchdir d:\temp - reaches 4.5% and gives error 605 "The specified buffer contains invalid data format"
4. deletion patches and updates.
There are no restore points and no backups either.
Any thoughts on how to restore the system? Reinstallation is a very, very extreme measure.
