How to shape 1000 users by ip?

There is a task to otshapit 1000 users by ip. The current version that works

class-map match-all QoS_To_Vlan24
 match access-group 151
policy-map QoS
 class QoS_To_Vlan24
  shape average 70000000

But the problem is that for each ip you need your own access list and map class.
Questions:
How many sheets can I create? Digital in the amount of 800, and if named? is there a limitation?
How many class maps? I read somewhere that 256 is the limit, but now I can’t find the exact number anywhere.
If there is still a limit, how to get out of the situation, is it really possible to implement it on a Cisco router, or you need to look at Linux right away. If you can, throw links to the site of a tsiska where these restrictions are described.

It depends on what kind of tsiska and other pieces of iron you have. You can also make a session for each pppoe, or smoke aside ISG . And in general there are a bunch of av-pairs on routers)

I tested it on a virtual machine, it turns out that you can create as many named access-lists as you like, as well as a class of maps. But only 255 map classes fit into one policy-map. So far, it has only occurred to me to create subinterfaces and attach policies to them for 255 users. The size of nvram is also quite tight, about 1500 conditional users fit into 255kb.
