How does the default rule work in HTB shaper on Linux?

Good afternoon.
Can you explain how the default class works, which includes unclassified traffic. I have a 40 Mbit channel, if ip is specified, a rule is created for it with a given speed, if there is no address in the rules, then it falls into the default rule, which is allocated 40 Mbit. The catch is that the Internet is satellite and the speed is also set on satellite equipment and the maximum can be set to 8Mbps.
The question is, if there are many such default clients, will they not spread rot on those who have speeds explicitly registered in HTB?

Look at the answer here, you can specify a special traffic class if it does not fall under any rule.
