How to setup unit test in sql developer?

The third day in a row I'm trying to set up a unit test in sql developer. It refuses to create a unit test repository with the claim "Required roles do not exist . You will now be prompted for connection info to grant needed permissions" and after issuing rights, the creation of the repository does not occur. If someone faced such problem or works with unit test in sql developer - help to cope with the problem. Thanks in advance.
