How to setup enterprise in android management API?

Has anyone dealt with group administration of android devices using the android management API https://developers.google.com/android/management/ ? I can not understand what I need to do to create an administrator. I created a service account according to this instruction https://developers.google.com/android/management/s... , but I don’t catch up with what to do next. Share your experience, please.
