How to setup auto-connect on boot to 2nd openvpn on linux mint 18.1?

Good afternoon. There are two VPN connections on the system, they are in the opt folder (I won’t explain the details)
On mint 17.3, both VPNs worked fine and loaded perfectly when the system was booted, but after switching to 18.3:
1) VPNs work and are loaded at system startup only by separately
2) VPNs work together if you add them to the "connections" in the graphical shell and specify the keys (but you need to click on "connect" every time the system starts
Question:
How to make both VPNs load at system startup
About the rc file .local Needless to say, only ONE vpn works from there.

Linux Mint 18 is based on Ubuntu 16.04.
Ubuntu 15.04 (using Systemd by default)
How does rc.local work for you? Systemd policies are quite simple and easy to google, clean up your manual instructions in rc.* and tweak in human systemd, what you described here doesn't even smell like a problem
