How to set "windows" on top of other programs?

There is a local messenger in the company called LAN Messenger.
There are workstation users who work on a 1C server via RDP.
When the RDP window is open to full screen, the window with the incoming message opens behind it (as if in the background), there is no way to configure it so that the chat window opens on top of all windows when a message is received.
Can anyone suggest a normal way to display a message box on top of the rest? (Preferably without installing additional software)
Well, or a messenger without installation on the server.
PS In the settings of the messenger, everything has already been shoveled. On computers it costs 10 and on one 7

Instead of manually pinning a window, look into the autopins feature.

You would then fully work under RDP, including the messenger.
According to the subject - there are programs that set up windows "on top of all", but I won't say offhand. Making such a program is easy.
