How to set up webpack for jQuery+plugins, Sass(no brackets) and Bottstrap?

If I find a configuration on the Internet, then it does not suit me, since sass does not collect and does not want to rebuild after changes in the html file. Need info on how to set up webpack for full layout.
I've been working with Angular 4,5,6 for a long time and I'm used to the fact that sass, bootstrap and jQuery are always at hand. But here I had to lay out a couple of pages for server rendering and I really don’t want to do it the old way without sass and secondload (webpack-dev-server)
