How to set up VNC to simulate physical input and output?

Which one to install and how to configure the VNC server so that the image on the client is the same as on the physical screen of the server, and the input on the keyboard on the client is equivalent to input on the physical keyboard? Moreover, this should work both in the window manager and outside it - when a basic terminal without a shell or some kind of graphical program without a shell is enabled.

If you have a console under framebuffer, there is such a thing.
For X11 there is x11vnc.
