How to set up Ubuntu without internet?

In general, there is a computer with good Internet at home ...
At work, the Internet suddenly weakened and I ran into a problem.
You need to install a 64-bit system. I installed the system, but the program pulls a teaspoon per hour. Ubuntu.
Is it possible to simply download everything you need (and do not need, but may come in handy) to a disk at home. And install from disk.
Computers and systems at home and at work are different.
At home, percent is a weak Atom. Of course, it is by no means 64. I
climbed into Google. Found only links to dead services in 2008. Didn't find a solution.
