Three wireless routers are connected in one wireless local network:
hAP ac2 - receives Internet via wire
cAP ac - Internet goes through hAP ac2 over the air
wAP ac - Internet via built-in LTE modem.

How to configure so that when the Internet fails on hAP ac2, Internet traffic goes through wAP ac and vice versa?

Add a task to hAP ac2 when the Internet is lost - change the VRRP priority.
