How to set up thin clients?

Hello. There was a question (so far theoretical). There is a server on windwos server 2008. There are n thin clients. Clients without disk drives and flash memory. Is it possible to configure them in such a way as to connect to the server via RDC without installing any OS on the clients themselves. And another question. Programmers are connected to these thin clients via usb ports (they flash some devices). Can these thin clients serve programmers or do their usb only work with keyboards, mice and flash drives?
Thanks in advance. I hope the question is understood.

It is possible, for example, to make a suitable image download over the network. If the programmers are defined as a virtual COM port, then they can be forwarded via RDP.

There will definitely be problems with direct work from USB. So either connect devices to the server via USB, or buy something in the spirit of usbAnywhere. We tried to implement this on Thinstation about three years ago, then it didn’t take off for us, there were always a rake with USB devices. Well, more precisely, there was exactly one rake - nothing could be connected, except for a flash drive, and then it was connected by creating a shared resource.
