How to set up the playback program?

There is a program for broadcasting presentations. The problem is that it does not play all the videos well. It happens that a video file with a lower bitrate, lower resolution, shorter duration, smaller frame width slows down, and some other video file where it all does not slow down much more. The comparison was carried out on mp4 files, all the files that I tested were of this format. Let me know if there is a parameter that I do not take into account.

The format of the file does not matter, as it is only a container for the data stream. And then what codec is compressed - it has.
There are codecs that consume more CPU resources than others. Let's say H.265 / HEVC eats more than H.264.
Brakes can be expressed in less FPS. This may depend both on the implementation of the codec in the software used, and on the support of the necessary processor hardware instructions to speed up decoding.
Brakes can also be caused by a "broken" data stream, because of which the program needs to restore data or do some additional manipulations.
