Is it possible to somehow make it so that when the telegram is opened on the computer, the telegram on the phone itself turns off notifications? So that the phone does not have to turn off the Internet / turn off notifications manually?

It is more effective to put the phone in principle in silent mode. About... always.
If not an option, then set up automators that will turn off notifications in time.
