You cannot use your smartphone as an HDMI monitor, the cable is only for outputting images to a TV or a regular monitor.
I won't tell you the program, but I'll tell you how it should work. On a smartphone, you listen to the UDP port, to which you send an image from a computer in uncompressed or almost uncompressed form.
