How to set up RFID card login in Windows?

There is a computer with Windows 7/8/10 with a connected card reader (for example: IronLogic Z-2 USB ). It is necessary to make sure that when you apply a card, you log in to the system, that is, each card corresponds to an account. Tried to google, but finds only methods that work with smart cards that store certificates. Mifare, EM-Marine and HID cards only store a unique number, not a certificate. Can this be done, preferably by means of Windows itself, without additional programs?

No. Without additional programs it will not work (well, there are no solutions in Windows for all occasions).
