How to set up remote access to ip camera?

The story is this: The network architecture is as follows:
1. Router Huawei H4825~~, from Rostelecom, optics (Static IP address issued by the provider)
2. Router Pakedge RE-2. Connected to Huawei (Lan-Huawei, Wan-Pakedge)
3. Next comes the switch and the camera hangs on it.
Huawei issues DHCP IP addresses. Assigns Pakedge WAN - 192.168.1.2. LAN address Pakedge 192.168.5.1
The story is that being in the 5.x network, I can ping any router and go to their WEB interface. And being on the 1.x network, pings go to both devices, but I can’t access the web on Pakedge, I scanned the ports, 8443 is there, it doesn’t work either. What could be the problem?
Well, as I understand it, after this story works, I will have to configure port forwarding on the camera in the second router. ??
