Perhaps you do not understand exactly at what level and through what place :) the clipboard works. It will be easier to understand if you imagine a virtual machine as a separate computer standing nearby and connected by a network (via a switch). For reflection: should the clipboard work between different computers ? For example, between your computer and your boss's computer? ;)
Clipboard can (but doesn't have to) work with remote access. If (this is supported by the protocol) & (supported by the client side) & (supported by the server side). For example, through RDP. Already for VNC you have to work hard and google: https://www.google.com/search?q=vnc+clipboard+but
in the question you don't write anything about either RDP or VNC.
And so - no way. :) Because a virtual machine is a separate computer.

but this does not change the essence, because SPICE is another protocol for remote access.
