How to set up proxy delegate with config?

How can I configure the delegate config ( http://www.delegate.org) to register all ports, and not run many copies:
for i in {1..10000}; do ./delegated -P$i SOCKS=1.2.3.4:$i & done
i.e. you need to connect to the 127.0.0.1 port of the delegate, and it will redirect to the soksc proxy
1 port local = 1 soks proxy
