How to set up payments for overseas service?

Good afternoon!
I am developing a system - a buffer between the user and service providers. Those. the client makes a payment on the site, we find a supplier for him and transfer the amount paid (minus our percentage).
How to set up payments for such a site? Which system to choose?
What about payments for US residents?
I don’t have an individual entrepreneur or legal entity (I plan to open it when there is any tangible profit).
Do I need to open a company in the USA, or is there some way for the first time to work without registration as an individual?
The moment with payment to suppliers is still not clear - how to do it correctly from a legal point of view.

Here it is better to use a payment system that can split the payment - sending money immediately to the supplier, and only your part to you. Then, from a legal point of view, you provide an intermediary service and your client is a supplier who pays you a commission. Of course, it will be necessary to deal with the correct execution of invoices and contracts, etc. Look at the PaySera payment system, they seem to have done a similar scheme with them. But, yar face you will certainly need.

As far as I know, this can be done in PayPal. But you have to be a legal entity and organize a system of accounts in different currencies. True, if you don’t transfer money by the supplier by the reporting period, then they can charge tax on all proceeds in the account. In any case, you need to consult with PayPal support. There is always something changing.
