The task is to be able to see who and where went, block and redirect resources in the local area. There is Mikrotik, but there the web proxy only works for http, as far as I understand. How are these issues being dealt with now?

Can't transparently proxy https. Normal proxying works fine on Mikrotik.

HTTPS without distributing your root certificate to user devices and then replacing certificates for all domains passing through the proxy will not work. And this is good.
