Is it allowed to create public proxy servers on DigitalOcean servers?

Specifically, a proxy is not prohibited. But keep in mind that if someone violates TOS DO using your proxy, they will respond to you.

No.
Even personal (especially) it makes no sense to create if you download something forbidden. Some time ago there was an "Abuse complaint" for a Game of Thrones download. The torrent was taken from kickasstorrent. Less than 15 minutes after the start of the download. In short - DO monitor the right people and you will quickly receive letters of happiness.
Exceptions are closed trackers.
