How to set up GOST algorithms in openssl in php under windows?

PHP under Windows ignores any Openssl configs. Even if you write frank garbage in place of openssl.cnf, then this will not affect the work.
And I need GOST algorithms to be returned in openssl_get_cipher_methods(). How to do it?
