Fix error in opessl "WARNING: can't open config file: /usr/local/ssl/openssl.cnf"?

Actually, here is such an error when opening openssl.exe
The topic is bearded and there are quite a lot of identical answers that they say you need to open CMD under Admin rights and write
set OPENSSL_CONF=[directory]\bin\openssl.cfg
But I have already done this 100 times with different variations, in CMD goes to a new line and that's it. The error remains.
And I went into the directory I needed in CMD and installed different versions and did it 1000 times and nothing.
What could be the problem?

openssl has a parameter with which you can pass the desired config file:
openssl --config openssl.conf
