How to set up Google Ads for exact phrase matching?

Good day. I'm trying to master Google Ads - an immediately created ad unit (without fine settings) - it's no good.
Impressions and transitions began immediately (because Google is generous and "set up" something for me) - only clicks at a price of 1.8 euros with irrelevant requests are not needed for nothing. And if I hadn't realized it in time, Google would have shown this nonsense for a hundred euros... What actually makes sense;) The

Try adding a "+" in front of the city name. In addition to square brackets.
