How to set up ftp in Vesta panel?

Hello. I'm trying to set up ftp according to the manual on this page https://freehost.com.ua/faq/faq/ustanovka-paneli-v...

I can't log in through filezilla, it gives such errors
Status: Getting a list of directories...
Command: PWD
Response: 257 "/" is the current directory
Command: TYPE I
Response: 200 Switching to Binary mode.
Command: PASV
Response: 227 Entering Passive Mode (109,195,195,39,47,56).
Command: LIST
Error: Data connection could not be established: ECONNREFUSED - Connection refused by server
Error: Connection aborted after 20 seconds of inactivity
Error: Failed to get directory listing

What could be the problem?

Try WinSCP over SSH much faster and more convenient
