How to set up FTP access to sites on Debian?

Can you please tell me some manual that describes how to properly configure the FTP service to access sites on Debian or any other distribution so that all rights are as needed, I don’t understand how to make everything work without chmod 777 : (

ischo once thoughtfully read the manual.
for example for vsftpd config parameters
anon_umask
file_open_mode
local_umask
etc.
we can all the same 666 ?? why prescribe execution for files downloaded from nowhere
