How to set up freeradius authentication for cisco routers?

I'm building a stand: 1 ubuntu with a freeradius server, 1 bare cisco 7200.
Task: telnet access to the cisco through remote authentication (extremely trivial)
Problem: I do everything according to the instructions (I tried a bunch of instructions, a bunch of cisco images xs shorter)
The only thing I got caught on like this these are log files on the server that I have trouble understanding.
