How to set up dynamic VLANs?

I came across an article from 2007, they briefly talked about the results of network setup: We
used AD (DNS, DHCP), NAP, MAB, Radius and managed switches with VLAN support.
As a result, it turned out that the VLAN Tag is not set on the ports on the equipment, but depending on the user and his access group, the computer receives the corresponding VLAN and IP, regardless of which port (literally an outlet in the office) is connected.
Actually what has changed now?
Is there any other tool to create a similar solution?
And who will tell you in more detail what is needed for this and how to set it up?

802.1x feature, google 802.1x radius VLAN assignment , more commonly used for Wi-Fi. Why this is needed on conventional switches, I do not quite understand, but it is there.
