How to set up dns windows server for a website?

There is a configured winserver2016 with active directory before me. all workstations in the akk.edu.ru domain
have the akk-edu.ru website. currently using dns from the domain registrant. Now you need to use your dns server. created a new akk-edu.ru zone in the DNS manager without dynamic update, there is also akk.edu.ru (created automatically by activedirectory).
in the "Name Server" property of the zone akk-edu.ru specified the local ip address of the server (192.168.1.2).
Added A record ns1.akk-edu.ru ip 192.168.1.2. Opened port 53 for externals.
The registrant does not accept my ns server. what am I doing wrong? Can the site and dns (in my case n1.akk-edu.ru) work on the same ip (external)?
PS: I've been hanging out on Google for several weeks, there is about bind, but I didn't really find anything about WinDNS

Buy the Primary DNS service from the registrar if you don't know what to do. As you know, you can always refuse it.
In addition, the registrar needs a Secondary DNS, which you can also buy from him. This is usually done even by those who keep the zones at home - Primary on their server, Secondary at the registrar.
And of course, it is necessary to enter not 192.168 ... into it, but the address that the provider issued. The address is 192.168.... it's pointless to enter it - for example, I have a printer with this IP :)))
