How to set up ctags under windows?

Hi everyone. I'm setting up vim for win8, but there are problems with ctags: the easytags plugin does not create a file in the specified directory, plus working with css is configured through the .ctags file, which I don't have. I tried to create both with a dot and with _ but it doesn't work. What is the problem?
