How to set up call recording (in the region) and call forwarding to a mobile phone?

Good afternoon!
Please advise how to solve the following task with a minimum budget: It is
necessary to set up recording of telephone conversations (in the region) and forwarding to a mobile phone (a small call center with 1-2 operators outside the office and monitoring the work of employees):
1. Clients must call phone (mobile RF is best)
2. Employees are redirected to another mobile phone (Vologda region) 3. All
incoming calls are recorded
I see three solutions: uploaded to the cloud, you can listen in the cloud.

Cons: the Internet may not be everywhere, conversation files can be accidentally or deliberately deleted, the cost of mobile Internet
2. Use for free
Cons: customers will not call a Moscow number, taking a city number in Vologda is quite expensive, 8800 is expensive
3. Buying a GSM SIP gateway , then redirect for example to a free account, from there to a mobile number
Cons: unreliable design
Maybe there are some other options?

Set up a FreePBX server.
Buy a SIM card Megafon (customers will call it). Activate the Multifon service, make it a FreePBX trunk. As a result, you will get a number for customers with free incoming calls and relatively inexpensive outgoing calls when forwarding.
Set up call recording.
Set up forwarding to mobile via follow-me or in another way (there are options).
The most expensive section will be forwarding to mobile. If Megafon mobile phones (it is also in Vologda, right?), then it will be 80 kopecks / minute, if others - 1.50 r / min.
I heard about the zadarma service, but I would not use it in a commercial project. For nothing, something good rarely happens.
