How to set up call forwarding from 200 numbers?
For each of the 200 sim cards, we receive a call once a week. When using classic call forwarding, only the caller's number is determined from the operator. You need to track the number of the forwarded sim card.
Easier: We receive an incoming call on Ivan Ivanovich's SIM card, it is forwarded to my number. When they call Ivan Ivanovich from the number 8499-000-00-00, I want to see Ivan Ivanovich's number as an incoming number (the number 8499-000-00-00 is secondary - you can not display it).

If you already have 200 sim cards... well, it's a mess. It would be much more profitable to rent 200 numbers and you could get by with just one PBX, otherwise you probably need some kind of device where you will cram everything

And a SIM-enabled GSM gateway -jar. Or several GSM-gateways for all cards. I've found GoIP 32 - 32 sims per gateway + SIM-bank support.
And software PBX. The PBX will receive the call and, depending on which SIM card it came to, set callerid. Calls can be received on any SIP phone - software or hardware.
