How to set up caching of the html site?

Hello. There is a tiny "site" (actually a page opened in a webview on android devices), but due to the very poor quality of the Internet connection, it still takes a long time to load. And then I found an article about caching using the manifest in html, but the article is hopelessly old. Is this method relevant today? And, if possible, leave links to more recent and more detailed articles on this topic. I will be very grateful
