How to set up Android VPN L2TP/IPSec RSA?

Actually a question.
PSK option works.
A certificate has been created on the server. The certificate has been downloaded to the phone.
A question about setting up - if authorization occurs by comparing the certificate, then what for then Android requires entering a Login and Password?
Perhaps I'm using the wrong connection type?
Tried others - does not work in any variant.
Can anyone tell me what kind of connection this L2TP / IPSec RSA is?
