How to set up android(svm) emulation?

AMD Athlon X4 750K, win 7(64)

Let's start in order of priority...
By default, it is available in Windows 7 Pro/Ultimate editions . If you do not have it, then I advise you to upgrade to Pro or Ultimate because the edition below creates a huge number of problems for any developer.
If you have a Pro or Ultimate edition , and there is no Hyper-V , then you have a crooked assembly from a torrent. In this case, I advise you to look for a clean assembly, most often they are signed as MSDN .
SVM is known as AMD-V and is defined as AMD-V by default without any modifications. All the same, I advise you to solve the problem with Windows now.
PowerShell, again, is included by default in the Windows 7 Pro/Ultimate component .
