How to set up an ftp server to work with files through FileZilla or WinSCP?

Installed ubuntu 13.10, installed vsftpd, set up all network connections, everything pings and flies.

set up ftp using it, but despite all the efforts and jumps with a tambourine, I can’t enter the server, often writes authentication failure, although on the advice in the comments the password changed 100 times.
To complete the essence of the issue, I note:
- you need to go to the server through FileZilla or WinSCP, of course, not from the local network, but through an external ip, and download or upload files there.
- In fact, there will be 2 types of users, content-user are users who remotely upload files to my server only in their folders, the second type of users home-user are users on windows who can access the server over the network and pick up content - files from folders owned by content-user.
- established samba and ssh connections (I doubt it matters, but still)

maybe it will be easier to use instead of vsftpd, supported and built into ssh - sftp protocol?
- if ssh works between computers, then sftp also works, and out of the box.
- FileZilla supports sftp (you just need to select the desired protocol in the settings)
- more security, it will not be superfluous since access goes through an external network

But here is the schedule. In order for everything to work, you need to configure the Passive mode (if not already), and the rights to the folders (that is, there may be rights to the server, but the user does not have access to a specific folder).
