Run two different advertising campaigns for different cities? So that the service of one city is found by one city without the names of the city itself, and in the second campaign there are phrases with the service of the city. For example:
1. placement of outdoor advertising (binding to those who are from this city)
2. placement of outdoor advertising moscow (for those who are looking for from another city)

On the other hand, if you are in Moscow and create an advertising campaign with the query "placement of outdoor advertising" with geotargeting in the settings for Moscow and the "Advanced geographic targeting" option enabled, then your ad will be seen from Moscow and from any other cities, if in Moscow is also mentioned in their search query, for example, they will write "placement of outdoor advertising in Moscow."
