How to set up adding shipping to a WooCommerce order?

Question about creating a new order from the admin panel (everything works fine on the front). I have recently been working with WC, I don’t understand some points:
1) When choosing the shipping_method_title in the admin panel, “Delivery” still remains, no matter what you choose - is this normal?
2) When choosing a delivery method, the cost of delivery is not automatically substituted - again, is it supposed to be like that?
