How to set up Access Point on Orange Pi Lite?

Unable to set up hotspot on Orange Pi LIte. With Orange Pi One (wifi adapter from China for $ 2) everything worked without problems. I can't figure out what the problem is. I do the most primitive, on a bare OS (Armbian) I install the hostapd package. In /etc/default/hostapd I uncomment the line with the location of the config (/etc/hostapd/hostapd.conf). I create config h/etc/hostapd/hostapd.conf. In which I specify the simplest settings such as ssid, channel, wpa_passphrase, etc. I run the command /etc/init.d/hostapd start and get an error:
[FAIL] Starting advanced IEEE 802.11 management : hostapd failed!
