How to set up a VPN on a Mac if the Internet is via Iphone via USB?

I turn on the modem mode on the Iphone via USB. In the network settings, I indicate that I will use a VPN. The connection is successful. I include all traffic through VPN. I check ip, it hasn't changed. I connect via wi-fi everything changes.
How to configure correctly if you use USB as a connection?
