How to set up a personal cloud gaming server like Geforce Now?

1. Hello! Tell me how to raise a personal cloud gaming server like Geforce Now?
You need 10-50 people in one game and location. The quality is enough 720p 30-40 fps. But in order to work for clients in the browser, even on the weakest ones (well, about the same parameters as Geforce Now).
Are there any Open Source free/free solutions?
Is it possible to do this with the available tools of Windows or Linux?
What kind of equipment will be required for 10-20 simultaneously connected clients?
How to configure video cards?
If there is one location, can it somehow be loaded into fast memory for everyone? (i.e. not everyone has their own copy as in normal network online gaming)
2. No longer games. Now there are many browser-based 3D editors for planning and designing rooms (like planner5d.com). But in them, all calculations are still made on the client side (graphics, 3D visualization). Is it possible to launch approximately the same project on the principle of cloud gaming, and so that several people can work on the project, and for example, walk around the designed building in the form of avatars together, so arrange a show of finished projects. Again, the requirement that clients pull even the weakest ones, including smartphones and in the browser.
That is, you can show the work to anyone simply by giving a link, and even on the weakest computer he will see the best 3D image generated on a powerful server, but not just as a pre-rendered video, but as a character, like in a 3D game, with the ability to walk, move. Well, as in the game in short.
=============
Explanation
I've tried on my 1080ti running (not through the cloud) 6 Wurm Online clients at the same time on medium-low settings 720p, another second-life, and GTA 5 with the same settings. And they normally go to 30-40fps in windows.
The main point here is that friends (clients) on weak computers can play one game through a browser at least one location without installing a game for themselves (well, just like on Geforce Now, only without a queue and a fee). That is, the service is not exactly a full-fledged gaming one like Geforce Now with a bunch of games at maximum speeds and tracing, but personal for private tasks - well, for example, show if you have done something (built) in some game so that they can enter any browser in the browser time under their Persians and walk around, play.
Well, or for example, the same counter-strike or SIMs, from any device (including a smartphone) where there is a browser that would not even pull such a game by itself, but using cloud gaming technology - easily.
Or here is the situation, children gathered at home, who has a tablet, who has a smartphone or a weak laptop. My computer is the only powerful one. But now it would be possible to launch toys for all of them and let them play on smartphones, and my computer is a cloud gaming server (at least for 4-5 devices in medium-low 720p settings).
Or, for example, I went somewhere with a tablet or a weak netbook on vacation, where we would connect to a powerful home computer and play our games that we have.
Or as a use case - now video cards are expensive, we'll drop 3-6 people at 3080 rtx for example. But in order not to carry the computer there one by one or somehow divide it differently - we put it in one place, and everyone plays either one by one, or some simpler games together at medium-low.
Or another option, plus to the previous one, we put a common computer somewhere with a friend in the Irkutsk region, where electricity is cheap, periodically we play from our cities when someone can or together, and in his free time he mines, for example.

What kind of equipment will be required for 10-20 simultaneously connected clients?

Without deep immersion in the topic - 10-20 video cards, according to the number of active users.
In general, cloud gaming is not for everything and not for all cases.
