How to set up a local network through a router without access?

The Onlaim provider is connected, the router that they provided has a firmware for remote control. It doesn't allow you to change settings. There is a routing list, but also without the ability to add something to it. An x24 switch is connected to it. The switch creates its own local network during quick setup. The problem is that devices connected to the router cannot ping the switch or connected computers. Computers from the switch ping anything connected to the router. It seems like in the router, the path to the switch network is not registered. Can the switch be connected to the router's LAN?

The switch cannot be pinged, it does not have an IP, it works at OSI levels 1-2 (IP appears on the 3rd).
The exception is managed switches, which are already more routers than K.
If the router pings and the PCs ping each other, then the local network is already there and nothing needs to be done.

Sorry .. I didn’t put it that way .. Not a count, but a count of time. Let's say from 09/01/2014 time is counting in ascending order.
Valery , Your links are very sensible, only they are for descending.

date('Y-m-d H:i' , time() - mktime('12', '02', '15', '09', '01', '2014'));

will return the number of years, months, days, hours, seconds elapsed since 12 hours 02 minutes 15 seconds. September 1, 2014
