How to set up a gateway on Windows 7/10 + QoS?

Hello.
Given:
Internet pppoe, incoming speed ~ 600kb/s, outgoing ~ 60kb/s.
ADSL modem, 4 Ethernet ports, wi-fi.
Router, 4+1 Ethernet, wi-fi.
Computer on Win 7 (well, or 10) with two network interfaces. ethernet.
Several wi-fi devices, 3 phones, 2 laptops.
Problem:
I play network games on my computer that depend on ping. If someone in the local area turns on something like YouTube, the channel is clogged, the ping skyrockets.

The question is how to implement it?
Buy a cool router that knows how to prioritize traffic is not a variable.

On windows, there are no regular tools that allow you to configure traffic prioritization.
Unless you install third-party software, like a proxy.

Something very bad for ADSL.
