How to set up a domain controller on two different networks?

Good afternoon, I encountered such a problem, there is a domain controller for reading, everything works successfully on the 10.10.0.0 network, it also has DNS, you need to add a second network card there, which will be on the 10.11.0.0 network and work in the same domain . These two network cards will work alternately, i.e. on ordinary days everything will work on the 10.10.0.0 network, and on holidays the 10.10.0.0 network will be disconnected and the 10.11.0.0 network will be connected, how can everything be configured correctly so that everything works through two networks separately and without failures

it is easier to put a smart switch into which to plug the server, and leave the disassembly with the network to the switch.

Create 2 domain controllers in the domain. One on each subnet.
Configure routing between subnets.
Set up 2 sites (in the understanding of AD) with the necessary subnets, set up transport and replication period between controllers.
Networks can be disconnected and connected in any way, but the controllers must at least periodically "see" each other.
Actually looks scary, but "programmed with a mouse" in 15 minutes.

I would do this: insert the network into the PDC, raise dhcp on it with the distribution of the desired range and schedule the script, drop and raise the interfaces on the PDC
