How to set up a DNS server to make a static IP instead of a dynamic one on a PC?
I have a dynamic IP on my PC, I want to make myself a static IP, the provider does not want to do this. I am not a legal entity.
I'm wondering if it's possible to buy a DNS server or something similar so that I can use this DNS to access my PC, which should ping and be visible on the Internet.
How to implement it?

Everything would be fine, but why did you get the idea that you have a white SP? It is possible that you are behind a NAT provider and no one will connect to you anyway. And yes, look for no-ip, ddns(dyndns) in the modem / router settings or look at Cloud and Mikrotik (aka ddns, in Mikrotik)
