How to set up a deployment to TeamCity locally?

Hello everyone.
Struggling with teamcity.
Now at the deployment stage, how can I deploy the project locally?)
i.e. teamsite locally, and put the project locally.
I write in the step settings:

target: localhost:/var/www
protocol: sftp
method: Uploaded key
username: user
select key : file at /home/user/.ssh/id_rsa

But when deploying, it crashes at this step with such an error

[Step 4/4] Deployment problem: java.net.ConnectException: Connection refused (Connection refused)
[Step 4/4] Step Upload (SSH Upload) failed

What could be the problem?

start with ports
with manual connection
