How to set up a connection to the server through the Sublime Text - FTPSync plugin?

Help setting up FTPSync:
There is a problem connecting to the FTP server through the plugin for Sublime Text - FTPSync
Trying to connect to the server in mode "passive": true, in this case I get an error:
TimeoutError: [WinError 10060]
If I try to connect to the server in mode, "passive": falseI get an error 500 Illegal PORT command
There is a CuteFTP client - which works without problems and connects to the FTP server in PASV mode
While in PORT mode again an error: 500 Illegal PORT command
I got this problem after connecting a second ISP that works via PPPoE with a dynamic IP.
There is also the first provider that works with a static white IP.
If you use an active provider with a static white IP, then FTPSync mode "passive": falseworks fine.
And if I switch FTPSync to the mode, "passive": trueI get an error: TimeoutError: [WinError 10060]
Again, the CuteFTP client with a provider whose static IP works with the FTP server without any complaints in two modes PASV and PORT
Tell me what needs to be done so that FTPSync works on two providers.
Because now FTPSync refuses to work if you use the provider via PPPoE.
There is an assumption that you need to somehow configure the router with port forwarding, but there are doubts, if something is wrong with the router settings, then why CuteFTP works at least in passive mode and FTPSync refuses to work.

Use winscp.net/eng/docs/lang:ru
to edit files on the server, as in a regular explorer, without any warnings about making changes and re-uploading the file.

Flies to flies, cutlets to cutlets. Don't try to make Sublime an ftp client or web browser, it's not designed for that. Use the Sublime Text + WinSCP bundle and believe me, no one will interrupt it in the near future.
