How to set up a Ceph multicluster?

There are three Centos 7 servers with 10 disks each and ceph luminous. The ceph cluster is currently configured. The task is to set up a multicluster, a multicluster is like two ceph clusters on one device (hardware). The /etc/ceph/ folder contains two {cluster-name}.conf files that are responsible for configuring clusters. This is in theory, but who did it in practice?

Oh no, he didn't do that. But theoretically, I would deploy either in KVM virtual machines or in LXC containers. It will definitely unfold in virtual machines. You make a dedicated VLAN for each cluster, and connect the necessary virtual machines there. You connect disks to virtual machines / You can also try to do it in LXC.
And actually, unless access rights it is impossible to resolve one cluster? You make the required number of pools, and for each pool - your own access rights to clients.
